PPWR for caps and handles: what should you ask your supplier?

For packaging destined for the EU, separate component information, assessment of the complete pack and the PPWR timetable before selecting a cap or handle.

Start with the date and the scope of the question

As of 6 November 2026: the Packaging and Packaging Waste Regulation, Regulation (EU) 2025/40 — PPWR, entered into force on 11 February 2025 and generally applies from 12 August 2026. It covers packaging placed on the EU market; sourcing it from Türkiye does not remove it from that assessment.

Not every obligation starts on the same date. The Commission identifies a 2030 phase for later measures such as recyclability and recycled plastic content; the category, exceptions and relevant secondary legislation still need checking. Do not assign one recycled-content percentage to every cap or handle. This guide is not an assessment establishing compliance with every requirement.

Describe the complete pack as well as the component

Tell the supplier the intended EU market, packaged contents, bottle or container material, closure, any liner or foil, handle and label. State who will place the filled pack on the market and under whose name. Clarify manufacturer, importer and other responsibilities against the actual supply chain, rather than inferring them from a purchasing job title.

A cap’s material name or a handle photograph does not establish the recyclability of the assembled pack. Whether components remain attached after use, how they separate and their relationship with other materials matter to the assessment. Do not mark an unassessed feature as compliant.

Which component information belongs in the enquiry?

Build a practical buyer question list: exact product code and data-sheet revision; polymer; ordered colour; relevant information on any other materials or additives; component mass and its measurement basis; attachment and separation behaviour. If recycled content or a particular recycling suitability is claimed, request its scope, calculation basis and current supporting document. This is not an exhaustive list of the PPWR’s mandatory documentation fields.

For example, Peksan describes 048.101HSP10N as a 48 mm PET bottle handle, with HDPE as its material. “PET bottle handle” does not mean that the handle is made of PET. Closure 038.015CTP10B is a separate HDPE product example; the two codes are not claimed to fit the same bottle. Current product pages and data sheets provide starting information, not a PPWR compliance or certification claim for these products.

The handle’s Rev03 data sheet dated 6 July 2023 states that no post-consumer recycled plastic is used. Request the current statement for the order; this fact alone establishes neither compliance nor non-compliance of the complete pack with PPWR.

Make missing evidence and the next decision visible

Attach a table to the quotation or sample request: information requested, product/revision, document received, missing information, responsible person and response date. “Unknown” and “not applicable” are different outcomes; the latter needs a reason. If material, colour or a component changes, recheck whether the earlier assessment covers the new combination.

For food-contact packaging, PPWR assessment does not replace separate food-contact rules; PPWR restrictions such as those on PFAS also require consideration. Use the food-contact documents guide below to match documents to the closure and actual conditions of use. Send Peksan the exact code, intended pack and information gaps in your technical enquiry, rather than treating an unsupported compliance conclusion as an agreed quotation condition.
